What is LA Flex?
LA Flex (Local Authority Flexible Eligibility) is a pathway within the ECO4 scheme that allows local councils to declare households eligible for free energy efficiency improvements — including free boiler replacements — even if they don't receive any of the standard qualifying benefits. It is designed to help households that fall through the gaps of the standard benefit-based eligibility criteria.

How Does LA Flex Work?
The LA Flex process works as follows: First, your local council issues a Statement of Intent (SoI) setting out the criteria they will use to declare households eligible. Second, an approved ECO4 installer contacts your council on your behalf (or you can contact your council directly) to request an eligibility declaration. Third, if your council confirms your eligibility, the installer can proceed with the ECO4 application and, if approved, install your free boiler.
